In April 2021, the UK government announced hands-free vehicles with Automated Lane-Keeping System technology would be permitted on congested roads, but self-driving cars are still not legal in the UK. This is largely because the country’s policymakers have been divided on the rules governing the use of self-driving vehicles. But the UK’s new Highway Code is set to fast-track the legalization process by introducing new regulations for self-driving vehicles.

What are the new Highway Code regulations?

Watching television will be permitted on built-in screens
UK motorists owning self-driving cars can now watch television on their car’s built-in screens while commuting. However, they must be ready to take back the wheel when prompted. For instance, motorists should take the wheel when approaching a motorway exit, etc.

Using a mobile phone is illegal in a self-driving vehicle
The Highway Code prohibits UK motorists from using their mobile phones in their self-driving vehicles. After all, they might miss important alerts while driving. But the new Highway Code allows motorists to park their vehicles and use their mobile phones during emergencies.

Drivers will not be entirely responsible for any accidents
According to the new Highway Code, drivers of self-driving cars will not be responsible for accidents and offenses like speeding, dangerous driving, etc. Instead, insurance companies and car manufacturers will be liable for any claims under such circumstances.

What’s in store for self-driving car regulations?
The UK government introduced the new Highway Code as a set of interim rules to support the safe deployment of self-driving vehicles. And the government plans to adopt a complete regulatory framework for self-driving vehicles by 2025.
The UK’s Transport Minister Trudy Harrison thinks that the legislation is “a new milestone” that could promote “greener” and “reliable traveling.” Steve Gooding, director of the RAC Foundation (The Royal Automobile Club for Motoring), believes that the Highway Code will help motorists understand how to navigate an environment with self-driving cars.
Car manufacturers like Mercedes also seem to be on board with the new regulations. Mercedes says it will accept legal responsibility for accidents as per the new regulations. The UK and the Scottish governments are yet to accept the regulations and convert them to laws for proper enforcement.
